Ghana has launched a landmark National Business Agenda (NBA) to reform the country’s entrepreneurial landscape, with a focus on youth and women-led enterprises. Spearheaded by the Ghana Chamber of Young Entrepreneurs (GCYE) with support from the Investment Climate Reform (ICR) Facility, the NBA was developed through extensive consultations with over 100 entrepreneurs and 60 stakeholders nationwide.
Unveiled at a high-level event in Accra, the NBA identifies five reform pillars: policy and regulation, access to finance, market access, infrastructure and digitalization, and enterprise support. It aims to address systemic barriers such as limited credit, regulatory inefficiencies, and gender disparities.
GCYE CEO Sherif Ghali described the NBA as a “blueprint for inclusive economic transformation,” while Margaret Magoo, CEO of the Ghana Enterprise Agency (GEA), who ceremonially launched the document, emphasized its role in driving equitable prosperity.


Key partners—including the EU Delegation, British Council, National Youth Authority (NYA), NEIP, AGI, and GNCCI—endorsed the agenda, citing its alignment with inclusive growth, youth policy, and private sector priorities.

A major feature of the NBA is the launch of a Public–Private Dialogue (PPD) platform to ensure regular engagement, reform tracking, and policy accountability.
With over half of Ghana’s population under 25 and women still underrepresented in formal enterprise, the NBA responds to urgent calls for structural reform.
